Schedule of tariffs and rates for supply of electricity by the Kenya
Power and Lightning Company
The Kenya Power and Lighting Company Limited (the Company), with the
approval of the Electricity Regulatory Board given under Section 62 of the
Electric Power Act, 1997, has set the following Schedule of Tariffs and
Rates, 2000, prescribing the Tariffs, Prices and Rates to be charged to the
Consumers for electrical energy consumed by them.
Part I, general:
1: The Electricity Tariffs and Rates hereby set shall take effect on 29th May
2000 and shall for each customer become effective so as to apply to all
bills raised and based on meter readings in respect of electric consumption
taken on or after May 29th 2000.
Part II Schedule of tariffs, rates and
prices for electrical energy supplied by the company
The tariffs, rates and prices to be applied
by the company for supplies of electrical energy from the interconnected
system and also from the isolated systems in each meter reading period shall
be as detailed below:
Method A: applicable to ordinary consumers
metered by the company at a pressure of 240 or 415 volts or whose
consumption does not exceed 7000 units per reading period.
Method AO: applicable to domestic consumers
a) A fixed charge of KSHS 75.00*
b) KSHS. 1.55 per unit for 0 to 50 units
consumed;
c) KSHS. 6.65 per unit for the 51 to 300 units
consumed;
d) KSHS. 7.00 per unit for the 301 to 3000
units consumed;
e) KSHS. 13.80 per unit for 3001 to 7000 units
consumed.
* If method AO is used in conjunction with
method DO at the same supply terminals than the combined fixed charge for
both methods of charge would be KSHS.175.00.
Method A1: applicable to non domestic, small
commercial and industrial consumers
a) A fixed charge of KSHS. 150.00*
b) KSHS. 6.70 per unit for all units consumed
* If method A1 is used in conjunction with
method DO at the same supply terminals, than the combined fix charge for
both methods of charge will be KSHS 200.00.
Method B: Applicable to medium commercial and
industrial consumers whose consumption exceeds 7000 units but does not
exceed 100,000 units per meter reading.
Method BO: for supplies provided and metered
by the company to the irrigation pumping loads at a pressure of 240 volts
single phase two wire or 415 volts three phase four wire.
a) A fixed charge of

Method B1: for supplies provided and metered
by the company at a pressure of 240 volts single phase two wire or 450 volts
three phase four wire.
a) A fixed charge of KSHS. 2000.00
b) KSHS. 5.16 per unit consumed
c) KSHS. 300.00 per KVA of demand.
Method B2: for supplies provided and metered
by the company at a pressure of 11,000 or 33,000 volts.
a) A fixed charge of KSHS. 2000.00
b) KSHS 4.60 per unit consumed
c) KSHS. 200.00 per KVA of demand
Method B3: for supplies provided and metered
by the company at a pressure of 66,000 or 132,000 volts.
a) A fixed charge of KSHS 7500.00
b) KSHS 4.40 per unit consumed
c) KSHS.100.00 per KVA of demand

Method C: Applicable to large commercial and
industrial consumers whose consumption exceeds 100,000 units per meter
reading period.
Method C1: For supplies provided and metered
by the company at the pressure of 415 volts to three phase four wire whose
consumption is above 100,001 and does not exceed 5 million units per meter
reading period.
a) A fixed charge of KSHS. 600.00
b) KSHS 5.10 per unit consumed
c) KSHS 300.00 per KVA of demand
Method C2: For supplies provided and metered
by the company at a pressure of 11,000 or 33,000 volts and whose consumption
is above 100,001 and does not exceed 5 million units per meter reading
period.
a) A fixed charge of KSHS 2000.00
b) KSHS. 4.40 per unit consumed
c) KSHS 200.00 per KVA of demand
Method C3: For supplies provided and metered
by the company at a pressure of 66,000 or 132,000 volts whose consumption is
above 100,001 and does not exceed 5 million units per meter reading.
a) A fixed charge of KSHS. 7500.00
b) KSHS 4.17 per unit consumed
c) KSHS 100.00 per KVA of demand.

Method C4: For supplies provided and metered
by the company at the pressure of 66,000 or 132,000 volts whose consumption
is above 5,000,001 and does not exceed 7,500,000 units per meter reading.
a) A fixed charge of KSHS. 7500.00
b) KSHS 4.07 per unit consumed
c) KSHS 80.00 per KVA of demand
Method C5: For supplies provided and metered
by the company at the pressure of 66,000 or 132,000 volts whose consumption
is above 7,500,000 units per meter reading.
a) A fixed charge of KSHS. 7500.00
b) KSHS 4.00 per unit consumed
c) KSHS 80 per KVA of demand
Method DO: Interruptible off-peak supplies of
electrical energy to ordinary consumers for consumption up to 7000 units.
a) A fixed charge of KSHS 150.00
b) KSHS. 4.95 per unit consumed
If method DO is used in conjunction with
method AO at the same supply terminals than the combined fixed charge for
both methods of charge would be KSHS 175.00.
If method DO is used in conjunction with
method A1 at the same supply terminals than the combined fixed charge for
both methods of charge will be KSHS 200.00.

Note 1: The electrical energy which will be
supplied and charged under this tariff or rate shall be available at all
times other than during peak periods which shall be such periods of high
demand as may occur during each day not exceeding sixteen hours in the
aggregate and during which the supply of electrical energy may be
restricted, the time or times of such restriction and the duration thereof
being controlled by the company at its sole discretion.
Note 2: This tariff or rate is only available
for installations so arranged to the company satisfaction that they cannot
be operated on any other tariff or rates and also where there is no
duplication of the off-peak circuits by other electrical circuits
unrestricted as to time of use so enabling the supply on another method of
charge to be used or a similar function.
Note 3: The company will provide and maintain
apparatus up to a maximum capacity of fifteen amperes single phase, to
control the period of availability of the supply and will take all
reasonable steps to ensure the reliability thereof but shall both be
responsible for any loss, damage or injury which may result from any
mal-operation of this control equipment.
Method E: applicable to public and local
authorities for supplies of electrical energy for public lamps (street
lighting)
a) A fixed charge of KSHS 250.00 per supply terminal per month.
b) KSHS 6.20 per unit consumed

Supplies under this method of charge shall be
available for a minimum period of eleven hours per night for public lamps
and for no other purpose. The attention of the public and local authorities
taking supplies on this tariff is drawn to the fact that where public lamps
are fitted on the company’s poles. All maintenance of the lamps, switch wire
and associated equipment must be carried out by the company and will be
charged for on the basis of net costs of materials labor and transport plus
25%.
Note:
Every ordinary consumer shall pay to the company in addition to the charges
specified in part two of the schedule of tariffs and rates a fixed charge at
the rate not exceeding KSHS.50.00, per KVA per meter reading period of
nameplate KVA continuous rating in respect of all electric welding plant, as
adjusted by any power factor equipment in use.

Part III, Other Charges
Fuel cost adjustments:
a) All Tariffs Rates or Prices for electrical energy specified in Part Ii of
this Schedule shall all be liable to fuel cost adjustment whenever there is
an increase/decrease in the price of fuel which shall be calculated in
accordance with the following:

Where: Ci = Actual price in KSHSs/Kg paid by the Company or the
Electric Power Producers for fuel at Kipevu Gas Turbines, Lanet, Eldoret and
all diesel stations on the interconnected and isolated Power Systems as the
case may be. This shall also include other stations using fuel for
generation to be constructed and in respect of which the Company shall enter
into a Power Purchase Agreement with the Electric Power Producers for the
supply of electricity to the Company from that power station with the
approval of the Board.
Gi = Total of all units generated by
the Company and or purchased by the Company from the Electric Power
Producers during the calendar month immediately preceeding each meter
reading period of Kipevu Thermal Station, Nairobi South and Kipevu Gas
Turbines, Lanet, Eldoret and all diesel power stations on the interconnected
and Isolated Systems as the case may be.

This shall also include other stations using
fuel for generation to be constructed and in respect of which the Company
shall enter into a Power Purchase Agreement with the Electric Power
Producers for the supply of electricity to the Company from that power
station with the approval of the Board;
Si = Specific fuel consumption in
kg/unit generated for Thermal, Gas Turbine and Diesel Plants, namely:
Kipevu Thermal Power Station:
0.35kg/Unit Generated
Kipevu Gas Turbine I & II: 0.32kg/Unit generated
Barge Mounted GT at Kipevu: 0.27kg/Unit generated
Kipevu I Diesel Plants: 0.19kg/Unit generated
Gas Turbine at Nairobi South: 0.42kg/Unit
Ibera Africa Diesel Station (Niigata Engines): 0.229kg/Unit generated
Ibera Africa Diesel Station (Wartsila Engines): 0.223kg/Unit generated
Diesel Plant-isolated Stations: 0.29kg/Unit generated
This shall also include other stations using
fuel for generation and in respect of which the Company shall enter into a
Power Purchase Agreement with the Electric Power producers for the supply of
electricity to he Company from that power station with the approval of the
Board;
G = Total of all Units purchased by
the Company form the Electric Power Producers, or generated by the Company
during the calendar month immediately proceeding each meter reading period,
including all hydro stations, isolated stations and import from Uganda
Electricity Board (U.E.B.)
eb = Base fuel cost in KShs/Unit
purchased by the Company from the Electric Power Producers, or generated by
the Company, incorporated in per unit charges in part II of these Methods of
Charge i.e. KShs. 0.83 per Unit so purchased.
L = Losses in transmission and
distribution = 0.15

a) The Company shall publish each month a
notice in the Kenya Gazette showing the amount of the fuel cost adjustment
applicable to all unit charges as specified in part II of this Schedule of
Tariffs and Rates for all meter readings taken during the month of
publication of the said notice.
Foreign exchange rate fluctuation adjustment
a) All prices for electrical energy specified
in part II of this Schedule of Tariffs and Rates shall be liable to foreign
exchange rate fluctuation adjustment which shall be calculated in accordance
with the following:
Foreign exchange adjustment in cents/Units
calculated to the nearest one cent.

F = Sum of the currency related costs incurred by the Company
including payments to Electric Power Producers or generated by the Company
during the calendar month immediately preceding each meter reading period,
including all hydro stations, isolated stations and imported from Uganda
Electricity Board (U.E.B.)
G = Total of all Units purchased by
the Company from Electric Power Producers or generated by the Company during
the calendar month immediately preceding each meter reading period,
including all hydro stations, isolated stations and imported from Uganda
Electricity Board (U.E.B).

Y = Sum of the foreign exchange costs
fluctuation invoiced the Company by KenGen for the calendar month
immediately preceding current meter reading period.
L = Losses in transmission and
distribution = 0.15
Z = % charge in the CBK mean exchange
rate on the last business day of the Calendar month immediately proceeding
each meter reading period from the base rate of US$ 1 =65.00 KShs or
equivalent of other foreign currencies.
a) The Company shall publish a notice in the
Kenya Gazette showing the amount of the foreign exchange adjustment
applicable to all unit charges as specified in Part II of this Schedule of
Tariffs and Rates for all meter readings taken during the month of
publication of the said notice.

Taxes and levies
The consumer shall pay any taxes or duties
imposed from time to time by the Government. At present the following taxes
are levied by the Government.
a) VAT 18% standing charge and the taxable
value of electricity energy consumes with an exemption of first 200 Units
under domestic consumption.
b) Rural Electrification Programme (REP) levy
at 5% of revenue from Unit sales.
c) Electricity Regulatory Board (ERB) levy at
cents 3/kWh.
Note:
The prices to be paid by an ordinary consumer for electrical energy consumed
by him shall be calculated in accordance with the provisions of this
schedule of Tariffs and Rates, and shall be those promulgated by the Company
from time to time.
Part IV , Other important
conditions
In the event of the supply of electrical
energy to the installation of any ordinary consumer having a power factor of
less than 0.90, then the Company may give to such ordinary consumer thirty
days notice in writing requiring him to improve power factor of his
installation to or in excess of 0.90.
If the Ordinary Consumer fails to comply with
such notice as aforesaid, then and in any such case, the Company shall be at
liberty until such time as the power factor of such Ordinary Consumer’s
installation is, or is in excess of 0.90 to impose a surcharge as follows:
a) for consumers charged under methods A and
E, the payment for electrical energy consumed in each meter reading period
(exclusive of VAT, Fuel Cost Adjustment, Foreign Exchange Rate Adjustment,
REP and ERB levies) will be increased by 2per cent for each complete 1 per
cent by which the power factor is below 0.90;

b) for consumers charged under methods B and
C, the payment for electrical energy consumed and chargeable KVA of demand
in each meter reading period (exclusive of VAT, Fuel Cost Adjustment,
Foreign Exchange Rate Adjustment, REP and ERB levies) will be increased by 2
per cent for each complete 1 per cent by which the power factor is below
0.90;
c) for consumers charged under method D, the
payment for electrical energy in each meter reading period (exclusive of
VAT, Fuel Cost Adjustment, Foreign Exchange Rate Adjustment, REP and ERB
levies) will be increased by 2 per cent for each complete 1 per cent by
which the power factor is below 0.90.
Any apparatus installed by the Company for
the purpose of ascertaining the power factor or any ordinary consumer’s
installation or of any part thereof shall be installed and maintained at the
sole expense of the company.
The Company shall determine the pressure at which a supply of electrical
energy shall be provided to any Ordinary Consumer’s supply terminals and
this pressure shall be maintained by the Company subject to the permissible
variations as provided for the Act.
