RESEARCH AND POLICY DEPARTMENT

OBJECTIVE: To develop a comprehensive policy framework that creates an enabling environment for investment in Kenya.

STRATEGIES

ACTIVITIES

1. Ensure speedy enactment of an Investment Code that brings stability and predictability in the investment environment

A) Ensuring that the Investment Code is enacted through lobbying and dialogue

B) Publicising the Code amongst stakeholders

2. To recommend policies that will enable IPC attain world-class standards that are measurable and monitorable

A) Liaise with leading IPAs

B) Adopt recommendations of the annual World Investment Report

C) Surfing through WAIPA websites to obtain best practices in policy issues pertaining to investment

3. To develop a state of the art Resource Centre to facilitate informed research and related services

A) Produce and acquire information materials

4. Package and maintain desirable information for stakeholders

A) Collect, collate and analyse information and produce promotional materials

B) Preparation of Investors Guide

5. Engage in continuous dialogue with stakeholders by embarking on an aggressive investment policy advocacy campaign locally and abroad

A) Organize policy workshops

B) Establishing linkages with other research and policy institutions to identify policy areas that need research

C) Lobby the government to adopt recommended investment policy proposals

6. Optimise benefits of regional integration/multilateral arrangement initiatives to Kenya

A) Play a leading role in these fora with respect to investment matters

7. Increase retention and expansion of investments through targeted incentives for already existing companies

A) Propose and recommend customised incentives for investors

INVESTMENT PROMOTION DEPARTMENT

 

OBJECTIVE: Identify and attract appropriate investments to achieve increased economic development.

 

 

STRATEGIES

ACTIVITIES

1. Create and increase investor awareness of Kenya’s investment climate locally and internationally

A) Disseminate Investors Guide and other promotional material

B) Liase with Kenyan embassies as regards marketing Kenya

C) Collaborate with foreign embassies in Kenya

D) Organise local and international seminars, workshops and conferences

E) Open overseas offices in strategic regions i.e. North America, Europe and Asia

2. Target specific industries by encouraging partnerships between TNCs and local companies to provide capacity building

A) Identify, select and target companies.

B) Encourage partnerships with local SMEs to build capacity

3. Highlight and disseminate information on investment opportunities in Kenya via print and electronic media

A) Use highly interactive website to highlight available services and opportunities to investors

B) Utilise modern print and electronic media to disseminate investment information to the market

4. Create and strengthen linkages between IPC and other stakeholders for marketing initiatives

A) Work with other IPAs in the region for joint marketing of the region as a unit

B) Establish joint initiatives with government agencies, foreign embassies in Kenya, Kenyan missions abroad, private sector and regional bodies.

5. Maintaining professionalism and training of staff for higher productivity

A) Identification of training needs

6. Undertake publicity campaigns aimed at enhancing the Centre’s corporate image

A) Create a rapport with the mass media

B) Production of gift items

C) Receiving investment delegations and facilitating their stay/appointments

INVESTOR SERVICES DEPARTMENT

 

OBJECTIVE:  To ensure expeditious and quality facilitation of proposed projects for prompt implementation.

 

STRATEGIES

ACTIVITIES

1. Prepare an investor road map to enhance transparency in the approval and licensing process

A) Finalise the draft road map earlier prepared, by IPC and other stakeholders

B) Ensure projects are approved within 4 weeks

2. Maintain a data bank of joint venture and investment opportunities

A) Develop a format for presentation of joint venture applications and identified investment opportunities

B) Organise workshops for dissemination of information

3. Facilitate training of small business entrepreneurs to catalyse business creation

A) Identify, select and develop appropriate training materials

B) Organise training in 4 locations annually and provide necessary follow up

4. Tracking investment projects approved/assisted by IPC to monitor their performance, concerns and impact in the national economy.

Conduct continuous assessment of IPC assisted projects

5. Formation of regional investor clubs to strengthen linkages between IPC and stakeholders to enhance exchange of ideas and experiences

Identification and recruitment of regional investor club members

6. Maintaining professionalism and training of staff for higher productivity

Identification of training needs

7. Offer business advisory services to facilitate viable investment decisions

Create a data bank to assist in offering business advisory services

8. Facilitate the revival and rehabilitation of collapsed or closed projects to enhance capacity utilisation

Identify and classify collapsed and or closed projects sectorwise, investigate and record reasons for collapse or closure

9. Creation of district/provincial investment committees

Contacting relevant authorities and expounding on objectives of investment committees

 IPC/JKIA LIAISON OFFICE

 

OBJECTIVE: To facilitate investors’ hospitable reception and departure.

Operating a 24 hour office for speedy and comfortable delivery of services to investors

A) Set up business centre

B) Facilitate publicising of the business centre

 

 

 

 

REGIONAL OFFICE – ELDORET

 

OBJECTIVE: To coordinate investment facilitation and marketing activities in western Kenya.

 

STRATEGY

ACTIVITIES

Develop an investment marketing programme for the region in liaison with major stakeholders to attract more investments in the region

A) Facilitate production of regional investment opportunities booklet

B) Organising stakeholders seminars

C) To set up a resource centre

D) Facilitate training of small business entrepreneurs to catalyse business creation

E) Conduct continuous assessment of IPC assisted projects in the region
